About Our Founder
David Flores, MWBE, DBE, SBE, is the founder and owner of Clarus Insights LLC and a project controls specialist with more than a decade of experience supporting major public infrastructure programs through integrated program controls, scheduling, and performance reporting.
Through Clarus Insights, David helps public agencies and growing businesses navigate the increasing pressure to deliver more with fewer resources: less staff, tighter timelines, and greater demands for transparency and accuracy.
His expertise lies in Primavera P6 implementation, enterprise-level cost control, and Power BI dashboard development, with a technology-forward approach that incorporates AI, large language models (LLMs), and integrated systems such as PMIS, GIS, and EAM. Rather than pushing proprietary software, David focuses on enhancing the systems clients already use, minimizing disruption and accelerating results. He’s known for building tailored solutions that bridge gaps between project controls, finance, contracts, compliance, and risk, breaking down silos and improving collaboration.
David has supported PMOs at myriad agencies, including the New York MTA, City and County of Denver, and WSDOT, and has contributed to complex aviation programs at Denver International Airport, Houston’s IAH, and San Antonio International. At Denver’s Department of Transportation and Infrastructure, he led the development of enterprise-wide controls and reporting for a $1.7B capital program, integrating data across Workday, SharePoint, and Primavera P6 to drive strategic decision-making. He builds solutions that empower overwhelmed teams, reduce manual work, and scale institutional knowledge, turning complex data into clear, actionable insights for executives, frontline users, and even the general public.
David holds a B.A. in economics from the University of Texas at Austin and a Business Foundations Certificate from the McCombs School of Business.
